안녕하세요? 한국과학철학회 제13대 회장 이상욱입니다. 이번에 한양대학교 서울캠퍼스에서 열리는 2023년 정기 학술대회에 참가하신 여러분을 진심으로 환영합니다!
작년부터 ChatGPT가 불러일으킨 생성형 인공지능에 대한 사회적 관심이 뜨겁습니다. 우리 학회 회원 분들처럼 학술적인 이유로 자연스럽게 관련 쟁점에 주목하시게 되신 분들만이 아니라, 직관적인 질문-대답형 인터페이스 덕분에 손쉽게 인공지능을 활용하는 경험을 한 수많은 사용자들에게도 인공지능은 이제 친숙한 주제가 되었습니다. 대중매체는 앞 다투어 생성형 인공지능의 도래가 우리 삶과 사회를 얼마나 극적으로 바꿀 것인지에 대해 다양한 보도를 쏟아내고 있지만, 정작 국제사회는 EU OECD, UNESCO, IEEE, 미 백악관 등 다양한 기관을 통해 인공지능의 잠재적 위험을 경고하고 이에 대한 대응책을 마련하느라 분주한 모습을 보이고 있습니다. 실제로 최근에 발생한 미 국방부 청사 폭발 사진 조작처럼 딥페이크를 활용한 여론 조작을 비롯하여, 생성형 인공지능의 ‘환각’ 문제나 ‘탈옥’을 성공시켜 ‘일탈’하도록 만드는 방법이 인터넷에서 공유되는 상황 등은 이런 위험이 이미 현실이 되고 있음을 생생하게 보여줍니다. 이런 점을 고려할 때 이번 학술대회의 주제인 ‘인공지능이 바꿀 과학/철학의 미래’는 매우 시의적절하다고 판단됩니다.
2년 전 회장에 취임하면서 저는 이사진을 잘 꾸리는 것이 무엇보다 중요하다고 생각했습니다. 다행히 훌륭한 두 분의 부회장님과 편집인, 연구이사, 총무이사, 섭외이사를 모실 수 있어서 무척 감사하게 생각합니다. 특히 이번 학술대회 준비에 힘을 써주신 이충형 연구이사님과 정동욱 총무이사님께 깊이 감사드립니다. 더불어 여러 실무적 사안을 꼼꼼하게 챙겨주신 정원호 총무간사님과 한양대학교 HY 과학기술윤리법정책센터(CELPST)의 천미림 연구원, 김홍규 연구원, 오경준 연구원께도 감사드립니다.
이번 학술대회는 ‘코로나 시국’ 이후 처음 전면 오프라인으로 열리는 첫 학회입니다. 모쪼록 풍성한 학술적 교류와 함께 오랜만에 직접 만나는 반가운 분들과 좋은 시간되시길 바랍니다. 유난히 무더위가 일찍 시작된 이번 여름에 회원 여러분 모두 건강하시길 기원합니다.

이번 정기 학술대회는 코로나19 이후 처음으로 완전 오프라인으로 한양대학교 서울캠퍼스에서 6.28(수)-6.29(목)에 진행할 예정입니다. 올해 학술대회에서는 “인공지능이 바꿀 과학/철학의 미래”라는 특별주제를 잡아, 인공지능을 활용한 새로운 과학/철학 연구와 대형언어모델(LLM)의 과학적/철학적 함의 등의 주제 강연을 마련할 계획입니다.

2023년 한국과학철학회 정기 학술대회에서 발표하실 선생님들을 모십니다.
이번 정기 학술대회는 코로나19 이후 처음으로 완전 오프라인으로 한양대학교 서울캠퍼스에서 진행하기로 했습니다. 올해 학술대회에서는 “인공지능이 바꿀 과학/철학의 미래”라는 특별주제를 잡아, 인공지능을 활용한 새로운 과학/철학 연구와 대형언어모델(LLM)의 과학적/철학적 함의 등의 주제 강연을 마련할 계획입니다.

지난 2022년 12월 16일에 진행된 한국과학철학회 이사회의 주요 결정사항을 회원들에게 알려드립니다.
2023년 정기 학술대회는 2023년 6월 28일(수)-29일(목)에 개최하기로 결정했습니다. 2022년 학술대회를 전면 온라인으로 진행한 점을 고려하여, 2023년 학술대회는 오프라인으로 진행하기로 했으며, 장소는 한양대학교로 잠정 결정했습니다.
다음의 내용을 담은 회칙 개정안(구체적인 내용은 링크 참고)을 2023년 총회에서 의결 추진하기로 결정했습니다. (1) 현재의 정회원/학생회원 구분은 정회원/준회원 구분으로 수정하고, 회비 의무 없이 학회 소식을 구독하는 구독회원을 신설 (2) 총회에서 총회까지로 되어 있는 회계연도를 9월부터 8월까지로 변경
현재의 논문상위원회를 논문상 추천 위원회와 논문상 심사 위원회로 분리하는 규정 개정안(구체적인 내용은 링크 참고)을 2023년 총회에서 의결 추진하기로 결정했습니다.
학회 운영 재정이 안정적인 것으로 판단하여, 월 125,000원(연 1,500,000원)이었던 1인당 간사 수당을 월 150,000원(연 1,800,000원)으로 인상하기로 결정했습니다. 터무니없이 적은 액수의 수당에도 불구하고 헌신적으로 일해주고 있는 정원호 총무간사님과 강규태 편집간사님께 감사드립니다.
학회지 발간비 절약을 위해 매해 초 회원들에게 학회지 우편발송 희망 의사를 묻고 명시적으로 희망 의사를 밝힌 회원에게만 학회지를 발송하기로 결정했습니다.

The Philosophy of Science Association is delighted to launch a new initiative called PSA Around the World. The aim of the initiative is to reach out to the global community of philosophers of science and spotlight the rich diversity of practices and traditions in the field of philosophy of science via fully online conferences with a dedicated regional focus, running in the years when the Biennial Meeting of the PSA does not take place.
Our inaugural PSA 2023 Around the World has a focus on East Asia including South East Asia.
The conference will run fully online on ZOOM for three days and different time slots to accommodate a global audience on various time zones: Sunday 5th November 2023; Saturday 11th November 2023; Friday 17th November 2023 (precise timing for each day TBA).
Contributed papers may be on any topic in philosophy of science and the conference is open to all PSA members worldwide. Given the time zones constraints, and with an eye to increasing diversity of topics, we regret that there is no call for symposia for this conference.
The PSA 2023 Around the World Committee is committed to assembling a program with high-quality papers on a variety of topics and diverse presenters that reflect the full range of current work in the philosophy of science. Scholars working in East Asia are particularly encouraged to submit papers, and papers exploring the philosophy of science in East Asian contexts are most welcome.
Submissions should consist of a 1000 word abstract and should be prepared for anonymous review with no information identifying the author in the body of the abstract. For co-authored papers, the presenting author should upload the abstract.
Abstracts should be submitted using the conference EasyChair link. The deadline for submissions is 11:59 PM Pacific Standard Time on 31 March 2023.
The Program Committee expects to announce its decision on papers accepted for presentation by the end of June 2023. Authors of accepted abstracts are encouraged to post full-length papers as PSA 2023 Around the World Conference Papers at philsci-archive.pitt.edu (a publicly accessible digital archive) prior to the meeting if they wish to do so. Paper presentation at the conference should take no more than 15 minutes to allow 15 min for questions (30 min time slot per paper).
In accordance with current PSA policy no one is permitted to present more than once at each PSA meeting. A scholar may appear as co-author on more than one paper but may present only once at PSA 2023 Around the World.

To maintain anonymity in the review process, questions about specific submissions should be sent to office@philsci.org, as this address

The Asia-Pacific Philosophy of Science Association (APPSA) invites papers for its upcoming 10th biannual meeting to be held at VinUniversity, Hanoi, Vietnam. The theme of the conference is “Philosophical Challenges at the Frontiers of Science and Technology”. Papers can cover any theme from philosophy of science and technology, and we particularly welcome approaches situated in the Asian context, whether that is from philosophy, history or the sociological study of science and technology.
To be considered, please prepare an abstract of no more than 500 words for a paper that can be read in 20 minutes (plus 10 minutes Q+A).
We welcome submissions from individuals who wish to join APPSA. Membership is not required to present, but we encourage those based within the Asia-Pacific region to consider becoming members.

Selected papers from the conference will be published in a special edition of the Asian Journal of Philosophy (ISSN 2731-4642 Springer). Those wishing to be considered for publication in the conference proceedings must be prepared to submit a blind manuscript of around 8000 words by the end of October 2023.
Soraj Hongladarom is a Professor of Philosophy and Director of the Center for Science, Technology, and Society at Chulalongkorn University in Bangkok, Thailand. He has published books and articles on such diverse issues as bioethics, computer ethics, and the roles that science and technology play in the culture of developing countries. His books include Information Technology Ethics: A Cultural Perspective (2006), The Online Self: Externalism, Friendship and Games (2016), A Buddhist Theory of Privacy (2015), and The Ethics of AI and Robotics: A Buddhist Viewpoint (2021).
